FG Approves $1.07bn for Healthcare Sector Reforms

The Federal Executive Council (FEC) has approved $1.07 billion to fund healthcare sector reforms under the Human Capital Opportunities for Prosperity and Equity programme. Additionally, FEC has sanctioned N4.8 billion for HIV treatment.

Wale Edun, Minister of Finance and Coordinating Minister of the Economy, made this announcement while briefing State House correspondents after the council’s meeting in Abuja on Monday. He revealed that the World Bank’s concessional financing arm, the International Development Association (IDA), is providing two $500 million concessional loans, along with $70 million in grants from other international bodies.

Elaborating on the details of the financing, the Coordinating Minister of Health and Social Welfare, Mohammad Pate, stated that the programme aligns with the administration’s goal to strengthen human capital development. The funds will focus on improving governance in healthcare and enhancing primary healthcare services across the country.

“This financing will support the recruitment, training, and retention of healthcare workers and teachers at the subnational level,” Pate explained. “An additional $500 million will be allocated to expand the quality, usage, and resilience of the primary healthcare system, including emergency maternal and child health services.”

In a separate initiative, the council approved N4.8 billion for the purchase of 150,000 HIV treatment packs, which will be distributed over the next four months. This measure emphasizes the federal government’s commitment to providing life-saving treatment and reducing healthcare costs for vulnerable populations.

Pate also discussed the impact of recent changes in US policy on Nigeria’s health programs, particularly concerning HIV, tuberculosis, and malaria funding. As a result, the council established a multi-ministerial committee, consisting of representatives from the Ministries of Finance, Health, Defence, and Environment, as well as the Nigerian Governors’ Forum, to develop a transition and sustainability plan aimed at preventing funding disruptions.

“This administration is committed to ensuring uninterrupted treatment for beneficiaries. We value the contributions of the US government over the years and remain dedicated to a strong partnership while enhancing Nigeria’s healthcare system with domestic resources,” the minister added.

Additionally, the council approved projects to procure Compressed Natural Gas vehicles, establish forward bases in remote areas, and implement a N1 billion life insurance policy for officers.
